Our Methodology

Metrics Tracked

The following metrics cover the period of June 2019 to March 2024 (except #7 below):

Keyword analysis

To identify the issues raised by MPs in Parliament, 3 natural language processing (NLP) models read the raw text of their questions, debates and bills and assigned probability scores against 13 categories (41 sub-categories). The best matches were selected using a curated threshold. A single intervention can address multiple issues and thus be assigned to more than one category.

Works under MPLADs were organised into 12 categories based on keywords.

Our data sources

Notes

  • Keyword analysis of parliamentary interventions focused solely on issues raised by MPs through private interventions (Questions, Rule 377, Special Mentions, Private Member Resolutions and Private Member Bills). It excluded their participation in general discussions like government bills, budgets and Rule 193 discussions. We reasoned that the former are specifically raised (introduced) by the MP while, for the latter, they only engaged with a wider, ongoing discussion. However, this doesn't imply any prioritisation between the different parliamentary interventions.

  • Publicly available data for the types and status of works under MPLADS before 2023 appears to be incomplete and not up-to-date. Thus, we categorised only works recommended between July 2023 and March 2024. Since many of these works were still at the recommendation stage, we didn't analyse their completion or financial details.

  • As per DISHA guidelines, the District Committee should meet at least 4 times in a year. In case of the Chairperson's unavailability on such a date, the Co-Chairperson maybe consulted instead to act as chair. However, since the Co-Chairperson's attendance is not otherwise mandated in the guidelines, we have excluded this information.
